The Orange County Housing Authority (OCHA) was awarded an additional 100 Mainstream Vouchers in November 2020. OCHA will begin accepting applications for our 2020 Mainstream Voucher Program allocation on January 1, 2021. These vouchers are intended to be used to house individuals transitioning out of Project Roomkey/Homekey and who are connected to Project Tool Belt and will be referred by the Orange County Coordinated Entry System (CES).

Health Care Agency Survey - Attitudes Toward Vaccination for COVID-19

The Orange County Housing Authority (OCHA) will be closing its Project Based Voucher (PBV) Waiting lists for Avenida Villas Apartments, Doria II Apartments, Cotton’s Point Senior Apartments, and Capestone Family Apartments. Effective June 15, 2020, preliminary applications will no longer be accepted for placement on these PBV waiting lists.
Avenida Villa Apartments, Doria II Apartments, and Capestone Family Apartments, are affordable housing complexes for chronic homeless/homeless/or at risk of homelessness disabled families who have special needs. Cotton’s Point Senior Apartments is an affordable housing complex for disabled seniors (persons 62 years of age or older), who have special needs.
If your name is already on a waiting list for any of the above properties, you do not need to take any action at this time.
Should the PBV waiting list(s) be reopened, OCHA will publish another Public Notice at that time.

The Orange County Housing Authority (OCHA) will begin accepting applications for Project Based Voucher (PBV) units for homeless households on April 14, 2020. The project, hereafter known as Della Rosa, is located at 14800 Beach Blvd., Westminster CA 92683, and will have 25 studio units available. Please note, this opportunity is not for the Section 8 Housing Choice Voucher program.
Eligible applicants will first be identified and selected from OCHA’s wait list. If there are an insufficient number of qualifying applicants on the wait list, eligible applicants will be referred by the Orange County Coordinated Entry System (CES).
If you, or someone you know, would like to be referred to Della Rosa, you may dial 2-1-1 to be connected to a CES access point for homeless households. For additional information you may contact our OCHA PBV contact, Truc Ho at 714-480-2824.
Through a partnership with the Department of Veterans Affairs, the Orange County Housing Authority will begin accepting applications for one-bedroom and two-bedroom Project Based Voucher (PBV) units, for Veteran households, located at 1945 East Veterans Way, Placentia CA 92870, on 3/18/2020. Please note, this opportunity is not for the Section 8 Housing Choice Voucher program.
Interested persons must meet the Veterans Affairs Supportive Housing (HUD-VASH) eligibility criteria, including VA health care eligibility and be experiencing homelessness, as defined in the McKinney Homeless Assistance Act. The Orange County Housing Authority (OCHA) administers rental assistance programs on behalf of the United States Department of Housing and Urban Development (HUD). Due to the lapse in Congressional Appropriations for Fiscal Year 2019, HUD is closed. However, January 2019 Housing Assistance Payments have been issued and OCHA remains open to serve the public.
As further information regarding the shutdown and any potential impact to OCHA operations becomes available, the information will be shared here.

Beginning in December 2018, OCHA will accept referrals for Mainstream Voucher Program rental assistance from HCA’s Whole Person Care (WPC) Program. Additionally, any persons who meet the conditions below may contact the Whole Person Care Program at (714) 834-2182 or OCHA at (714) 480-2747 for evaluation of their eligibility to assistance.
